    Apps

Is there a way to keep an app from running without uninstalling it? Such as Skype.

Universal apps? As compared with a traditional 'desktop' version of Skype?

You may gain a little by reducing background updates/activity in the list here, which you can find by searching Settings for Apps and choosing the appropriate result:

Do you notice this running? Why do you think it is?

Note that app updates are automatically delivered relatively frequently, using a 4 hrly scheduled update check as I recall.

Do you want to prevent it from running when the system starts? Or you'd rather have an user that cannot run the app at all?

If the first one, you can disable autostart of application using Task Manager. Access it by right-clicking on Task Bar and choosing appropriate option. After expanding Task Manager window, you will have access to startup tab. From here you should be able to prevent autostart of any application.

If you want to be unable to run specific application, you can edit Registry or Group Policy. Quick Google brought me to this article outlining how to do both:

@krebain - if Clint was referring to universal apps, please remember these are not exe files.

apps is unfortunately applied generally to both universal apps and "desktop programs" (applications). Only the latter use exe files and dlls. The former do not.

Your post would apply to this:
Download Skype for Desktop Computer | Skype

(where an exe is downloaded for installation)

but not to the universal app Skype supplied with Win 10, or apps from the Store.

@dalchina - I felt that you covered universal apps so there was no need for me to delve there. As you said, there's ambiguity to word "App" and I thought that additional information regarding desktop application would benefit OP.
