    What files that were deleted were not yet replaced by scannow and restorehealth? If any files are missing opening control panel then troubleshooting may allow you to run some of the troubleshooters that replace missing files: windows store troubleshooter etc.

    Follow the tutorial linked in post 8 and, since you can log in to the computer, use Option 4 where you mount the ISO and run setup.exe. No need to create a usb or dvd and you can keep all your files and programs. This process will take under an hour and give you fresh new copy of Windows. You've probably wasted this much time already with no results. Good Luck

    of course it took more time than "under an hour", but now I have a lot of useless windows store apps
    cortana, edge, paint3d are working, store, xbox - not

    Glad you got back up and running, Don't forget to turn on System Restore which is quicker recovery option, it's turned off on a major upgrade or reinstall, like you did. I also would keep the ISO on hand. It is an easy way to start fresh, if something should happen and SR doesn't work.

    You can start by r-click on App in the Start Menu column. Anything that has an uninstall option there, is safe to uninstall. Cortana, Edge and Store are base apps that you should leave alone. The Store keeps track of what you have installed and own and can reinstall free. If you removed it, that may have caused your orig issue.

    I'll mark later, as soon as I fix all problems with WinStore Apps!
    For now:
    1. Uselless I mean that app is not installed/doesn't work (I know that they are useless in working state (: )

    Clip2net has a desktop version- http://clip2net.com/en/ It will install and operate independent of Store app. You can pin to taskbar or Start to make tile.ie; I use desktop Skype not Skype Store app and uninstalled latter.
    Powershell issue is more vexing. Can you run directly from location here - C:\Windows\System32\WindowsPowerShell\v1.0\Powershell.exe

    Manually recovered all stuff, even Store app
    first you need to remove broken installation of all then try to reinstall

    Nope, just restarted my PC and power shell started normally, then I used posted above commands
