    Hi, assuming that
    - it doesn't try to add itself to startups
    - there's no option in the program to do so

drag a shortcut to the exe into
    C:\ProgramData\Microsoft\Windows\Start Menu\Programs\StartUp
    - all users
    or
    C:\Users\<userid>\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
    - just current user

This is very easy if you use e.g. Classic Shell (free) as your start menu, which exposes Startup as a folder in the start menu as used to be the case in e.g. Win 7.

And from a Google search for
add program to startup "windows 10"
How do you add new Startup programs in Wndows 10?

That's probably because it requires the UAC prompt before it will run. You wont get one if you run it from a shortcut in the Start-up folder so it won't start. This Tutorial tells you how to use Task Scheduler to run such an app at start up.

If you mean you had already tried that, it would have helped to say so. That would have pointed to the need of a different solution.

Saying 'it's useless' doesn't clearly define what you're seeing.

    Hello,

    1. Your program needs UAC approval.
    2. It does add a shortcut to the startup folder when installed.
    3. Because it needs UAC approval, it will not start automatically with UAC on.
    4. To create a shortcut which you can use, and add to the Startup folder which should allow you to have UAC on and have the program launch at startup, please see
Create Elevated Shortcut without UAC prompt in Windows 10 - Windows 10 Customization Tutorials

(There are also some freeware utilities posted that are meant to help with this, mostly they are only rated up to win 8 or earlier - althought there's a chance one or more would work).
