Hi there
Not the answer you are requesting but IMO a great work around
Install the (Free) CALIBRE e-reader application. It handles every e-reader on the planet,
calibre - E-book management

Try connecting with a different cable, if you still get the Issue try a different port, (if available), if you still have the issue it may be an issue with the hardware, so you may have to try the reader with another computer or try another USB device to discover where the fault lies
OK, I did succeed with another port in the back of the PC.
The strange thing is the three "faulty" usb port will read a usb drive without problem.

Ok .... this has been annoying me on and off for a while .
Strangely , I discovered how to fix it by chance while fixing a totally different problem .
The problem that I feel was causing the Kobo to not be recognised was error 2502 and error 2503 while trying to install msi files .
The fix for this is to "Take Ownership" of your C:\Windows\TEMP folder . ( not to be mistaken with C:\Temp ) .
This solved the .msi installations , but also fixed the kobo problem ???
How and why , Im unsure , but Im sure someone with a better understanding of windows may very well see how.
Hope this helps .
Oh , and to take ownership , I followed this link . Add Take Ownership to Context Menu in Windows 10
Thanks
