Have you run sfc /scannow and what were the results?

You might try a repair install using an in-place upgrade. That fixed things for me once.

I'm looking for a solution that isn't as drastic as to re-install windows or do stuff in BIOS and such. This is a 7 year old PC and I have done a lot of customization plus re-installing or repairing requires a lot of data (I think?) I have a transfer data cap.

The sfc /scannow tool should be run at least three times with complete reboots in-between (this means Fast Startup should be turned OFF). Sometimes some things have to be fixed before others can be fixed.

Further down in the tutorial, there are instructions on how to grab a text file of the [SR] lines from the CBS log so you can post that here for evaluation.

The repair install using an in-place upgrade is not drastic at all. It is not a reinstall, it has nothing to do with the BIOS, and the only data required is the ISO download.
