Windows apps acting like tab key is stuck, but it's not?

Edit: It was my Logitech gaming mouse the whole time! It happened again and unplugging my Rosewill drive didn't fix it. I unplugged my mouse, which doesn't fix it but plugging it back in and waiting a second or two for Windows to recognize the device fixes it. The external drive was the next thing I unplugged, so the timing of the fix happened to coincide with that.

I'm stupid. My problem was caused by a Xbox controller. Never crossed my mind that it was still connected. It was laying up-side down, with the direction stick leaning to the right. Windows apps recognise input from Xbox contollers, so... *facepalm*
I might suggest checking input devices. This includes wireless input devices sending signals to those teeny weeny dongles, e.g. unifying receivers.

6 years later and there are still stupid people. I just had this exact same issue that I've been troubleshooting for months. Didn't even know the damn controller was plugged in.
