Is there a Substitute for the Office Shortcut Bar?

    Is there a way I can make this default to Icons only unless I hover on one?

    I have not heard of any method for "default to Icons only unless I hover on one".

    Instead, I just chose a short name for mine [Menus] to reduce the amount of taskbar space that is used up.
