cannot open one file type from desktop icons

I have two links on my desktop to .xlsx files which used to open normally will excel. When I click the file in its original location it opens normally but from the desktop i get the following error message.
cannot open one file type from desktop icons-xlsx-error.jpg
No shortcuts other then .xlxs are affected and there are no macros in the files. I have links to other MS office documents and they all work. Indeed this used to work for me. I could get around it by using the open with command but now that doesnt work either - even when I try to open in a third part xlsx compatible software programme. Even if I put a shortcut in the same folder as the file itself I still get the message. However if I double click the original xlxs file it opens in excel perfectly normally.

For the moment I just right click the shortcut select go to file location and open there but it defeats the purpose of the shortcut so would like to fix it somehow

I tried going to system policies both with my normal account (which is an admin account) and by using the built in admin account but could not spot any obvious rule that might have caused this - no listings under software rules at all. This is really puzzling me

    Couple of possible solutions.
Take Ownership of files. Take Ownership - Add to Context Menu in Windows 10 - Windows 10 Tutorials
Replace desktop icons for it with a link/shortcut to file.

Not quite sure if I understand you - I surely already have ownership of the actual .xlxs files - I am the only user and an administrator on this PC - the files that will not open the spreadsheets are already shortcut items to the main file in my documents. I have created the shortcut both using the send to desktop option and also by directly creating a short cut from the file. The same thing happens with any shortcut to any xlxs file no matter where I Place it.

If I copy the actual file to the desktop it opens normally but I dont like keeping files on my desktop as they are too easy to accidently delete there and they are not in my back up scheme
