    I notice that this issue happening on my mobile too, I use the same account between windows mobile and my pc and both can not install new apps with the same error message.

    Okay, found it, issue lies on XBox privacy setting
    Why microsoft does not tell us with the correct error message, it is really annoying

    this what am doing

    account.xbox.com/en-GB/Settings >> Privacy & online safety >> XBox One Online Safety
    Under
    Buy and download
    Check on "Anything" for
    Decide what content to allow to buy and download on Xbox One.

    Restart stores and install new apps

    I would never have thought about(or even knew about it) in a million years, as I do not use any of the XBox stuff
    Hopefully this might help others in the future too:)

    Today you totally win the interent. logged back in with my main account changed this setting and everything works!

    Danger Danger, Red Alert!!! I had the same problem trying to get the Weather App to download from the store. I tried all the fixes that were suggested and none of them worked until.... I turned off my McAfee Firewall. Then it worked fine. So I ask you... why should you have to do that, or shut off your VPN? The answer I am afraid is obvious. Microsoft Store is harvesting everything it can from your system and installing spyware when you put your shields down. This is very obnoxious, as well as potentially illegal. There is no other reason I can think of that it wants no security of any form between the store and your system. I have downloaded other apps and files with shields up with no problem. I await any cogent answer denying this from a knowledgeable Microsoft person.
