If those does not work for you, better you go for a Repair Install Windows 10 with an In-place Upgrade. That will be an easier and less time consuming fix, apparently. Speaking from personal experience.
@Arc I know the OP has already tried the in-place repair but he had trouble doing it. I agree that this is the what he needs to do next but I just wanted to check that he had the most recent cumulative update before trying again. I think it will work, the problem is the install appears to stop and then people panic and start trying to intervene. I think if MS put a better message up and indicated that things were still happening people would let the system finish what it was doing during the installation. It can take quite a long time to complete.

No problem, Phil. :) Let KBHopper get the latest Build Update and let us expect a fix by doing so.

I'll get back to you soon...not at my machine. I am scheduled for release from Windows Acute Trauma therapy at about noon EST. The Bill Gates voodoo doll helps some, and the meds should kick in before I go back to this adventure in applying fixes that look like witchcraft hexes...

Great that means you are on the latest build released this week. Can I check whether you can get the apps to work after performing a clean boot. To do this follow the steps:

    1. Right click on start to open Run, type msconfig, and press Enter to open System Configuration.

    2. In the General tab of System Configuration, select (dot) Selective startup, and only uncheck Load startup items. (see screenshot below)

    3. Click/tap on the Services tab in System Configuration, check the Hide all Microsoft services box, and click/tap on Disable all. (see screenshot below)

    4. Click/tap on the Startup tab in System Configuration, and click/tap on the Open Task Manager. (see screenshot below)

    5. Disable all startup items one by one, and close Task Manager.

    6. Click/tap on OK in System Configuration.

    7. Click/tap on Restart to restart the computer with a clean boot at startup.

When the computer restarts check to see if the calculator app and others that have been causing you trouble now work.

If they do, you know it is one of the services or startup items that is causing the problem. If they still do not work you can now re-try the repair install with the in-place upgrade. You will recall that you mount the ISO you created previously and run the setup.exe. Have patience and wait for windows to complete, it can appear to stop but if you have a hard disk LED you can usually tell that things are still loading. Hopefully it will work this time!

I know it can be frustrating , been through this one myself , so I just thought I'd say an inplace upgrade did get my Store and Apps working again a couple of weeks ago.

Fresh ISO, downloaded, ran to completion with success. Store and MS apps still don't work. Good grief.

Do you get an error pop-up? ... or just no response?

I am as flabbergasted as you! Are you the only user and did you set up a Microsoft account or a local account?
