Did you try making another user account?
Look at User Access Control (UAC)
Change it to a lower or higher leve
Change it to the Default level
Try the store now
Look at the Firewall rules
Select monitoring
select firewall
is Store in the list?
no?
select inbound rules in the left pane
scroll down to Store
Enable it.
exit firewall
try the store again
+edit
Store still not behaving?-edit
Paste this string into the File Explorer address filed
Control Panel\System and Security\Windows Firewall
Select Restore Defaults in the left pane
Press Restore Defaults button
Try the Store again
If nothing has helped, try the Network Troubleshooter
Also in the left pane of Control Panel\System and Security\Windows Firewall

Ok, here are some other things to try.
Try the Store AFTER all of the below have been completed.
- Windows Store Apps Troubleshooter - Run in Windows 10 - Windows 10 Forums
- Store Cache - Clear and Reset in Windows 10 - Windows 10 Forums
You already ran wsReset (Part One in the tut)
Try part two for 3rd party Apps
- Store - Re-register in Windows 10 - Windows 10 Forums
Ok Tried all that, Thought my PC had crashed when I restarted just had a black screen for ages! finally came on ok but the store still doesn't work.
I can't believe that microsoft has not sorted this out. it's ridiculous

I stumbled upon the same, after reinstall OS all became good.
I can't think of anything else.
lx07 already suggested a Repair install, that's all I can think of

I suggest
Step 4 : To do a repair install of Windows 10 with an ISO file
-- OR --
Step 5 : To do a repair install of Windows 10 with USB installation media
Another member might suggest something else - you can read while you wait
