Tomcat - I see that you're guiding PDragon towards a Repair install.
I don't want to hijack this thread or send PDragon down another path. I'm only wondering if a different tack would help
- fixing Windows Update /Component store
Here's what I would offer - I'm sure the Repair install would do the trick, it's just the prep might be daunting for PDragon.
Is Windows activated?
Launch Command Prompt (Admin)
enter the following line
reg query HKLM\Software\Policies\Microsoft\Windows\WindowsUpdate /s
If DisableWindowsUpdateAccess REG_DWORD 0x1
launch regedit
navigate to HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\WindowsUpdate
change the value of DisableWindowsUpdateAccess to 0
exit regedit
exit Command Prompt
Launch Windows Update
Try the next suggestion if the issue is not resolved.
Restore health to the component store
DISM - Repair Windows 10 Image
Step 6. To Use DISM /RestoreHealth /Source:wim Command
- OR -
Step 7. To Use DISM /RestoreHealth /Source:esd Command
Check System Files
SFC Command - Run in Windows 10
Read the front material, then
follow >> OPTION THREE <<
To Run SFC /SCANNOW Command in Windows 10
If there are integrity issues reported on screen,
Follow the instructions in >> OPTION FIVE <<
To View Only the "SFC" Scan Results from the CBS.LOG
If there are no integrity errors, Launch Windows Update
Try the next suggestion if the issue is not resolved.
Paste the following line into the address bar of File Explorer
Control Panel\All Control Panel Items\TroubleshootingLaunch System and Security > Fix problems with Windows Update
Press Advanced
Select Run as administrator
Press Next
Launch Windows Update
Try the next suggestion if the issue is not resolved.

Download and run MS Windows Update diagnostic cab (direct download)
Launch Windows Update

I put in the regedit code, launched Wndows Update.. and it said:
Update for Windows 10 Version 1511 for x64-based Systems (KB3173428).
Is that it?

Go ahead and update all that are offered, if you need to ask me about every KB update, this will take a very long time.

Bill, if he can get up to 10586.494, I believe the problem with getting .net 3.5 thru Programs and Features should work. They (MS) fixed that back in the earlier Cum Update this year.
Guys, I think it worked.
After I installed the update, I tried to install NET Framework 3.5, and this displayed 5 minutes later:

Thanks for all of the suggestions. All I had to do was what Slartybart said. Put in the reg code, install updates, get NET framework.
I <3 you all. This problem has been fixed. Also, f14tomcat, you said I would install .NET Framework flawlessly if I get the update.
