    Programs not working

So today when I started my PC I couldn't open any programs. Some I can open but imidiately freeze or have a blank screen. I tried everything, running ccleaner, antivirus, I put my PC into safe mode. Nothing works, I can't open any programs at all. I can't even open pictures... The only thing I can open are windows tools like control panel and task manager. Help?

    3 suggestions.

    1. Do a system restore. Pick a date when you did not have this problem as your restore point.
    System Restore Windows 10

    2. Run a system file check to look for corrupt files. It will try to do repair if any found.
Right click at Start button > click Command Prompt (Admin) > at the flashing prompt, copy/paste this.......
    sfc /scannow

    > press Enter.
    It will take quite sometime.
When finished, it will give you one of the 3 reports...............(paraphrasing)
    1. No integrity violation.
    2. Found corrupt files and repair successful.
    3. Found corrupt files but unable to repair.

If the report is #1, your solution lies elsewhere.
If the report is #2, check if your problems have been resolved.
If the report is #3, use this method................
In the same Command Prompt (Admin) windows, copy and paste this command...........

    dism /online /cleanup-image /restorehealth

    > press Enter.
Again it will take some time.
When finished, it will give you a report.

    3. If system restore and system file check solve nothing, do a Repair Install.

I added another suggestion. I don't think you see it......... system file check.

As to Repair Install. It does NOT delete your files.
In fact, repair install allows you to keep your files, settings and apps.

P.S. You should enable system restore. It helps you more ways than one.

Sounds like a critical system driver may be corrupted. Running repairs through Startup Repair is a great idea, and as previously mentioned, your data should be intact.

Keep in mind that if this doesn't work the next step is a re-formatting so hopefully the repairs work!

The only thing I can think of is to do a Clean Install.
You will start fresh, keep nothing.
If you want to do that, then backup your personal files you want to keep to an external media.

You already have the iso downloaded. Now, burn It to a bootable media such as DVD or USB.
Then use it to do a clean Install.
This tutorial will show you how to do all that..............

Since this is the case then you need to reformat the machine (AKA a Clean Install of the OS). The good news is that this will almost certainly solve the issue. The downside is that you're going to lose all your data.

I'm always preaching that users have a backup solution and while I hate being all "I TOLD U SO!" this is certainly a good point to say that yeah a backup is really important. You can go the traditional backup route of disk imaging (i.e. Macrium Reflect, Acronis True Image, etc) or a Snapshot tool (i.e. Comodo Time Machine, Rollback Rx) but either way you'll want to pick up something going forward.
