"If the PI installation media is an ISO file, just open it and it will appear and behave like a CD." will not allow your ie6setup to replace orig in Redist/IE6 folder because ISO is like closed CD (can't add files). If one has ISO instead of installation disc, they should mount ISO, then copy complete ISO contents to a new folder (PIDISK) which will allow file manipulation and run setup.exe from folder.
But at 1) I tell to copy the installation disk to the PIDISK folder on the Desktop!

Anyway I will add details to avoid misunderstanding.

I have found that the problem with the Library that doesn't start is there on any fresh clean install of Windows 10 FCU 1709 32 bit and 64 bit!
Before I was thinking it was a problem only on 32 bit, I was wrong.
    I will correct also this.

This DIS 9 is a set of 2 CDs so probably will need to create a new Disc 1 [rather than install from Folder] to make the install work to call for the second disc.
    Hi Berton

Probably you can copy both into the same folder.
Please post a listing or a screenshot of both folders structure.

    Edit:
On eMule I have found "Microsoft Digital Image Suite 2006 v11.0 Dvd Ver.iso" 1.14 GB.
The patch is needed and works also with it.
