Did the initialization file remain in the portable folder during all this?
The All apps screen and Start might need time to catch up for portable software or for manually added shortcuts.
It seems to speed things up if you pin the shortcut (in ProgramData\....\Start menu) to Start. Check All apps, if it's there, unpin from Start (unless you want it there)
I just tried it again with a media player called VLC. It worked as soon as I placed the shortcut in the folder. I did everything the same way as I did when I was trying to place the shortcut for HWiNFO64.exe. Windows 10 can be finicky when it wants to.
