FileMenu Tools?
I recently discovered FileMenu Tools, which seems to do exactly what I want. However, every download site I have found ends up with the file being blocked. Is there a safe source?

There are a couple of reasons for this: either it is unsafe or it is OK but not many people download it. @Superfly had the same issue with his app to show your Windows key. (Showkey - Windows 10 Forums). After a while (lots of people downloaded it) it was seen as OK.
I downloaded it anyway (just for you) and the main issue that VirsusTotal reports is OpenCandy which isn't terrible. You can say no if you want.
The main problem is it doesn't do anything interesting anyway and there is therefore no point in downloading it.
What was it that you wanted to do? Everything it claims to assist you with you can do anyway without it.
The portable version has no such problem. In the download page you can see: "In order to keep this app for free and also to reward the effort spent in the application, the installer of this application uses OpenCandy"

Ccleaner has an option to remove some context menu entries. (Just figured there's a decent chance you might already have it anyhow)
Also, there's Ultimate Windows Context Menu Customizer, which allows you to add any .exe files to it (Icons too for easier navigation). I noted that you wanted to add Photoshop, which is what I did, however I use a different graphics program. You can also designate if you want them positioned along the top, middle or bottom.

Also, I just tested the link above for FileMenu Tools, and I was also able to download it with no problem as well. Furthermore, there was no WOT (Web-Of-Trust) warnings to indicate any issue with that site.
Sorry for the late reply, just something that came up recently on the Norton forums where ShowKey was intially flagged as PUP until it was whitelisted by Norton.

Also Smartscreen will block unsigned apps until it's whitelisted after enough usage... not sure exactly how that's monitored tho'.
