    Have you turned on or off your location in your user account as that needs to be on as well for Cortana to be able to work.
    Go to settings location and you will find questions and answers
    Cortana one right at the bottom

    Yup location is on, but there's no cortana setting or Q n A section. Cortana options don't appear in any of the settings

    I appreciate the help from everyone, it seems to me the problem is bugs in Cortana's code/settings that Microsoft need to address, even if it doesn't affect everyone it sucks for those unlucky enough to be affected, and there are a lot of people reporting different Cortana problems in forums.

    Depends how much do you want it to work. There are people actually want to "remove" Cortana.

    If you want it bad enough, you might consider one of the followings. No guarantees any one of them will fix anything. Just suggestions :
    1. Do a Repair Install
    Repair Install Windows 10 with an In-place Upgrade
    That method allows you to keep your files, settings and apps.
    No product key required.
    Activation is automatic.

    2. Do a Reset option.
    This method only allows you to keep your files.
    Settings > Update & Security > Recovery > under Reset this PC, click the Get Started button.

    3. Clean Install. Start everything fresh:

    It is annoying the way Cortana and W10 in general try to steal as much data as possible with all that telemetry. I think I will eventually do a clean install of W10, but if I did that now I'd be worried that the problem would start again, seeing as Cortana worked perfectly for me originally. The only way to truly solve the problem is loads of Microsoft updates until it works for everyone! Thanks again all :)

    I know this thread is a little old, but I ran into this issue recently. Saying "Hey Cortana" had been working for me fine for some time. And sort-of just stopped. I could say "Hey Cortana" and she would immediately respond with "Sorry about that I didn't hear anything". Clicking on the mic icon results in the same response. Re-configuring the mic has no effect, nor changing mics. Rebooting the PC, allows the function to work a few times then it stops. Reading though this forum, on page 2, someone suggested using the "Learn how I say Hey Cortana" on the Cortana Setting page, just below the switch to turn on that function. Clicking this resulted in a response of "Sure just as soon as you sign in..."
    apparently my windows account keeps signing itself out after some time and this will not allow Cortana to hear what you are saying (same result as if you lose your network connection).
