    As it was in Windows over 20 years ago, and has been ever since, Alt+Spacebar brings a Window size and position menu into action

    choose Size. The cursor becomes a North East South West 4-way arrow. Move it to a side or top of the window, and it becomes an East-West or North South 2-way arrow, which can click-and-drag the sides or top in and out. Move it into the window at the top where the title bar traditionally was, and it becomes the North East South West 4-way arrow, and click-and-drag now moves the whole window, so you can see the bottom. The corners will give diagonal 2-headed arrows which move both vertical and horizontal borders of the window. When you get to the minimum size, you can go no further.
    If you have only a keyboard and no pointing device, after Alt+Spacebar, press S and use the arrow keys to resize the window.
