Keith, VM should not be a problem. It runs in my VM but I shut it off. Was pretty useless.

If you're not in the US, that could be a reason why. Cortana's not that fully developed out just yet.

Also, do make sure your mic is all set up and is at a good recoding volume for best effect.

I'm on build 10049 and Cortana hasn't improved much. I still have problems getting Cortana to start by voice command. If it doesn't get any better by the time Win 10 goes final I'll definitely be turning it off.
