    Installs fine here and updated the previous v7.17.0.105

    No but I'm sure it is related to this:

    As they never release the same version more than once usually. 7.17 is considered one version.

    Don't think there is a public changelog as you can see here:
    Whats new in Skype for Windows desktop?

    All the 7.17 is considered one version. There were problems with 7.17 so they try to fix those and release a newer 7.17.

    This is the closest you will find unofficially as there are no official changelogs:
