I've encounter that all of my windows 10 apps cannot launch. I click them in the start menu but without response.

Did i ask a silly question? Or it's impossible to fix? Do i have to reinstall windows?
Not a silly question at all. The apps to seem to get corrupted like this fairly often (it has happened to me more than once).
I would download Windows 10 ISO and do a repair install - you can keep your programs and files but it will replace your store apps with default. It is the only reliable way of fixing apps I think. You can see here Repair Install Windows 10 with an In-place Upgrade - Windows 10 Forums
It doesn't take too long after downloading an ISO - you just mount the ISO, double click on setup.exe and wait.
It takes about 1/2 or 3/4 hour (rebooting a few times) for me. That isn't too long compared to spending hours and hours running different powershell commands that (in my case) never seem to work.
Not a silly question except the Powershell command is broken in 10586 as it will delete the folders for the app instead of fixing it.
This happened to me for no particular reason and I'll do a repair install when I have time. MS should offer a Troubleshooter or Fixit for this problem. Why should millions of users have to do frequent repair installs to correct poorly designed software?

Microsoft is about backwards compatibility as far as software is concerned. Apple OS 10.0 aka OSX is not backwards compatible with 9.x and earlier as it was a complete rewrite since OSX is basically the Mach kernel from the NeXTOS which along with the NeXT computer is the company Steve Jobs started after getting kicked out from Apple and when they wanted Steve Jobs back, Apple basically bought NeXT Computing. The actual OS running MacOSX is called Darwin which is based on FreeBSD which is a version of BSD (Berkeley Standard Distribution) - one of the two standards of Unix that was developed by the Computer Systems Research Group at University of California at Berkeley during the 1970s, the other Unix standard is AT&T's Bell Labs known as System V. FreeBSD was basically the ported version of BSD 4.3 and later 4.4 that started in 1993 and is currently still being developed. Hotmail.com before Microsoft bought it was FreeBSD based and was FreeBSD based for the frontend and later backend until it was completely replaced with Windows Server. BSD is also where the Networking Stack used in all modern operating systems came from which is known as TCP/IP or what is used to connect you to the internet. Then basically Apple added the GUI named Aqua or whatever it's called this date on top of it so it runs on a server class Unix grade solid foundation and it works differently than Microsoft which has been more about software applications available for it than complete stability as one thing is the hardware since with Apple, Apple tests everything and all the components have been tested to work with each other while on the pc side, you can have as many combinations of hardware inside that one box and each of the companies of the components develops on their own so they might or might not play well with each other.
Yes, I only have problems in one account. It's really annoying a full repair install is required to cure a 'simple' problem.
