    Is this where you are checking that? The CCleaner display you have posted is just what restore points have been created, not if Protection is on or off.

    I took the portable version 6.02 that will prevent me from updating it inadvertently so as not to uninstall it if there is a problem with the deletion of the program file folder that will avoid this bug.

    Yes I checked there as well via sysdm.cpl > system protection. That other screenshot also would show if system restore is enabled.

    I don't know if it makes any difference but I quarantine some of the crap that comes with Ccleaner when running the installer.

    Namely driver updater, updater, updater scheduled task, performance optimizer and so on.

    That may make a LOT of difference. Any one of those could have bad code.

    All you need to do is not quarantine and see if you get the bug we all do (not portable users).

    So I reinstalled again without the crap and system restore behaves itself so one or more of these is the problem.
