Hello all. It would seem that going to an older version would be the solution. However, if I'm reading the CCleaner thread correctly, it appears several users have done just that but they were updated to 5.46 behind-the-scenes and without their knowledge. The only way to prevent that, according to some of the posts, is to delete an .exe and then fiddle around with some settings to keep the .exe from coming back. Apologies if I'm wrong.
I use Autrouns to disable most of the CCleaner stuff including the task CCleaner Update.

Hello all. Avast/Piriform just keeps digging a bigger hole for CCleaner. More sneaky shenanigans with the latest version 5.46.

I've installed this version and the only thing I found to turn off is CCleaner emergency updater. Seems to be running fine

You can now turn off the monitoring within the app. They changed the name to smart cleaning to confuse us.
