Piriform has posted a note on their support forum about why the changes in monitoring were made. But even better, they say they are going to issue a new version with more UI options to control or eliminate monitoring. Quoting them:
"You spoke, we listened. Here's what we're doing:
    1. We will separate out Active Monitoring (junk cleaning alerts and browser cleaning alerts) and heartbeat (anonymous usage analytics) features in the UI and we will give you the ability to control these individually. You will have the options of enabling all, some or none of these functions, and this functionality will be uniquely controlled from the UI.
    2. We will take this opportunity to rename the Advanced Monitoring features in CCleaner to make their functions clearer.
    3. We will deliver these changes to the software in the coming weeks. "

Thanks for the update note. Not being being sarcastic, honest, but I will make sure I have a current image backup before plopping that one on. I fought with the "I will monitor you whether you like it or not!" syndrome in this version.

That is good to hear but Avast owns Piriform, I would like to hear that from them.

Thanks for sharing that info rchris. Unfortunately I am not very fond of AVAST company lately. And I was sure Piriform products were going down the hill after Piriform's acquisition. I will check newest CC updates later though, but I am not holding my breath here.

In the past few days I've noticed that when loading Ccleaner, V 5.44, it crashes within a second or so.

Exiting Kaspersky, V 19.0.0.1088(b), then loading Ccleaner and restarting Kaspersky. Ccleaner then runs fine. Just crashes on load if Kaspersky is running.

    Any similar experiences?

    I'm avoiding updating to 5.45.

    Ccleaner is really necessary.
You can clean your system without having to use this software.

What I meant to say, was that Ccleaner isn't really necessary.

Here's a video I found, that I think explains pretty well.
How to cleanup all the cache in Windows 10.

No problem with that combination for me. Also using custom winapp2.ini in Ccleaner
