Windows 10: Groove and Xbox default apps won't start under different usernames

Groove and Xbox default apps won't start under different usernames

I have 2 accounts on my machine. On my primary account, the Xbox app would not launch - no error given, just click and nothing happens. So I logged into Windows with my second account and the Xbox app launches with no problem. However, the Groove app won't launch under the second account, whereas it will under my primary account. I have tried the Powershell command to remove and reinstall the app and that has been 100% unsuccessful. It appears to do nothing more than remove it from the start menu as it still says "installed" if I search for it in the Store. If I reboot, then the Store will allow me to reinstall. The same issue persists in not launching and providing no errors.

I am completely baffled as to why some apps work under one account and not the other - both accounts are admins. Is there something else I can do? I had originally upgraded from Windows 7, but after getting all kinds of BSOD errors, I did a complete wipe and fresh install. I've had these default app not launching errors - or lack of errors as none are shown - since then.

I have seen lots of people saying their Store won't launch or the Start menu doesn't work, but I have had no issues with that and despite scouring forum posts for hours now, have yet to find a solution. Any ideas?

Look in C:\Program Files\WindowsApps for the correct names as the version number might be different but basically open a Administrative/elevated PowerShell window and do:

    Code:
    Add-AppxPackage -register "C:\Program Files\WindowsApps\Microsoft.ZuneMusic_3.6.13821.0_x64__8wekyb3d8bbwe\appxmanifest.xml" -DisableDevelopmentMode
    Code:
    Add-AppxPackage -register "C:\Program Files\WindowsApps\Microsoft.XboxApp_9.9.28033.0_x64__8wekyb3d8bbwe\appxmanifest.xml" -DisableDevelopmentMode

I looked at the version number in the WindowsApp folder and it matched what you have listed. I also ran both commands in elevated PowerShell under both usernames, and they both ran with no errors. Groove still does not launch on first user, and Xbox does not launch on the other. I even restarted and nothing appears to have changed. Any other ideas?

What happens if you try the same commands in a non-adminstrative powershell and make sure C:\Program Files\WindowsApps has "All Application Packages" added with the default permissions and also make the users group have the same permissions as All Application Packages before you do the commands.
