The convert command is not always necessary, but worth using as insurance. The USB you have now made should be bootable on any machine, uefi or legacy, so it looks like the problem lies elsewhere.
Ah, this makes the situation worse. Thanks for your help though, I appreciate it!

Rufus Set the USB as GPT
Thus Reformat the USB as Fat32
The use Diskpart to select the only Partition on the USB and set Active (Only required to boot legacy PC)
Copy contents of ISO to USB
Use F12 boot menu option to select UEFI USB from boot menu
    No need to Disable Secureboot

Thank you, Kyhi. I now understand what I did wrong, my fault for using the wrong procedure. I tested the created USB on my friend's working laptop and it booted perfectly. Unfortunately, the faulty laptop is mine and it doesn't boot into it. In UEFI, the screen goes blank after displaying the Acer logo for about two minutes. In legacy it goes as far as the W10 logo screen, stays there for about five minutes after which the screen flashes light blue and goes blank.

I have tried a hard reset and am now running Memtest86 on its own. Hopefully I'll get some insight as to what is wrong.

I have to switch my Acer to Legacy mode Bios to Boot Kyhi's USB Drive , as in UEFI it won't allow you to turn SecureBoot Off. I just format the USB drive Fat32 , right click on the Kyhi Iso and choose Open with File Explorer , (makes it look like a CD Drive) then Copy all files to the USB drive , and that's it done. none of the other stuff I just read about diskpart etc.

In legacy mode , that maybe Kyhi's Win10 Boot Logo you see ? ( blue square ) not the real Win10 loading , I like a USB drive with a LED for this stuff so I know it is being accessed. Not sure why it would fail to load after 5 mins though , HDD (SSD?) issue perhaps and it can't make the Temporary Drive but that maybe in Ram anyway? , Kyhi would be the best one to answer that.

When booting in legacy Mode - Windows logo will appear
When booting in UEFI Mode - the OEM logo will appear
You would need at least 4GB memory to load PESE

Thanks for your reply. I discovered that setting a boot password allowed me to switch SecureBoot off, not that it made a difference for my faulty laptop. The USB definitely works as a working laptop did boot to the PESE.

Would an HDD issue prevent PESE from loading? I thought it was loaded to the RAM.

Thank you for clarifying the difference between the screens. I have 6GB of RAM and managed to run Memtest86+ as a standalone on boot and it reported no errors. Would an HDD issue prevent PESE from loading?

No, as it is loaded into memory...
If you get to the blue screen - like PESE has started
and it goes blank, that sometime (rarely happens to me)
Usually a reboot will fully load PESE

If you have Marcium Free - create bootable media from within their software
Since this PC is not booting - you could create marcium boot media on another pc , just to test..

Otherwise I'm at a loss as to the issue with this media..

I load the Macrium Free Rescue Iso the same way as above to a USB, it works great for not only Macrium but has fixed numerous Windows Boots issues over the last 2 years from Bad Win10 updates etc . Under Other Tasks I think it is, you will find an Option on the Boot USB to "Fix Windows Boot Issues".

Hopefully you can make the Rescue Media on a Computer similar to your Own so it have the Correct Drivers to access your HDD etc.

I see Kyhi answered , I wasn't sure if PESE needed to write to disk as well or not this morning ,especially on computers low on RAM, though most these days have 4GB minimum.

    @Kyhi

Is your Win10PESE compatible with the Surface RT models (or any other ARM device)?

There are programs written for ARM
But a Test Boot of PESE should confirm your answer
