@Kyhi -I wanted to thank you for your patient professional reply to my post as I was getting erroneous information elsewhere.
I downloaded an ISO of Win 10 Pro and burned it to DVD using Windows burner(select DVD or USB as appropriate. I copied and pasted the files from the DVD to a flash drive.
I checked the files within both the DVD and the flash drive and boot was included. So, with no 3rd party tools like Rufus, I have a bootable spare.
I just tried to boot off the flash drive and it worked fine.
It was somewhat of an experiment but I did want a back up drive in case and without 3rd party.
I hope this helps someone else.

The most recent builds of Insider updates have stopped the ability to use Shift+F10 to observe the processes going on during most of the upgrade process when the WinPE is upgrading the system. If WINPESE10 is used to replace boot.wim on these ISO setup media, will this re-enable shift+10 during the upgrade process, or is there another undocumented switch that may be applied?

What is see as a possible issue ( since I have never monitored the process )
The UPGRADE is first started from within the Host OS..
My Boot.wim will Boot to a PE OS..
With a Clean Install the Windows ( Setup.exe ) can be used to run installer from PE, Thus maybe allowing you monitor the process..
It is for you to test..
