    .NET Framework Doesn't Properly Download

So I am in Windows 10 and whenever I try to install .NET Framework 3.5 I get the same error: 0x800736B3
I don't know how to solve it. I've looked in multiple places but couldn't find an answer that solves my situation
    What I have tried:
    • Going into the control panel->Programs->Turn Windows features on or off, and checking .NET Framework 3.5 (includes .NET 2.0 and 3.0)
    • Using an installer from the website

So I used the media creation tool (from:Windows 10) on a USB Flashdrive, and when I run the Batch it tells me "no installation media found! insert DVD or USB Flash drive and run this file once again" did I do something wrong? And BTW thanks for helping me out.

EDIT: If it helps, I used the command without the Batch and just: Dism /online /enable-feature /featurename:NetFX3 /All /SourceE:\sources\sxs /LimitAccess in the Admin Command prompt, which resulted in an error 14003
the log is: Log - Pastebin.com
And yes, the USB Flash Drive is listed as an E drive
