I don't know what you mean by "Did you do anything special to be able to see that?"
    I will rephrase, m'lud.
When you opened the Photos app, did you do that in any particular or distinctive manner, or did you simply, for example, launch it from the Start Menu?

Under Background apps after closing the Photos app I see:
    Photos.exe not closing-untitled.png

Note: when I say that, at that time Photos was set to run in the background in Settings.

Despite that I suppose you might try disabling that as shown:
    Photos.exe not closing-1.jpg

I'm still puzzled as to what your Photos.exe is.
Please rt click that and examine its properties.

    Thanks for the help guys.
I have just decided to install Irfanview and uninstall the MS photo app as Irfanview does not give me the issue described above. It opens and when closed all instances of it close completely.

@dalchina here is a screen cap after right clicking on my photos.exe .....

I really don't know how long the app has been doing what I described above as I only just started noticing it when it crashed Explorer a few days ago. The only time I have ever updated it is when the update was given with it's new features some months ago in the store. My issue is that when not in use and closed all instances should be unloaded from task manager , completely, it should not keep running in the background , especially when everything concerning background use is turned off and that even includes the Runtime Broker.

Like I said , I am going to go with Irfanview, it does was it should and serves my purposes for what I need. MS can keep their app. Not that it really concerns me but with every build MS brings their OS's closer and closer to spyware. When I close an app I expect it to close completely unless I give it permission to run or if I disallow it from running in the background I expect it to be so. Just makes me wonder how many more Windows apps or programs do the very same thing.

It's odd your version of it remains above mine.
That may relate to the difference in behaviour.

We still don't know what your Photos.exe was.

    Never mind.

Had the same problem in Windows 10. Goto All Settings - Apps - Startup Apps
and turn off the Photos toggle. Kill the Photos.exe process in taskman.
    Then restart the computer.
