a tool to output color RGB value of an image

I dont think photoshop can do this, wondering if anyone know a software that is capable of this

its something else. color picker lets me pick a single color and show the rgb value but I wish for a selection of a small area, or entire image and output all of the rgb value at once. so say a 5 by 5 pixel image, there would be 25 pixels and maybe 1-25 different colors. I wish to see all of the rgb value of the 25 pixels so I can import those rgb value else where and make use of them.

if using color picker, I'd have to manually pick the color 25 times, write them down manually etc and this is just a 5x5 eample. doing something like 10x10 or 20x20 it is impossible.
