I tried it, and it works on W10/11. While you could write a script, this one creates a shortcut for any app.
When it asks, save your shortcut to the Desktop.
What doesn't work is new-style UWP apps masquerading as their legacy cousins (\Windows\System32\notepad.exe).
Maybe it is possible to run the program in a virtual machine which may have more control over resolution. You can set a resolution in hyper-V of 800x600.
You could clone current pc to a virtual hard drive vhdx file, then add that to virtual machine.
This assumes you are running Pro. You could use other vm tools like vmware or virtualbox I think but not sure if they have the control over resolution.

Anyway I haven't tried that but I run your program and see this:
I tried resizing the window using a hack but only the main window was resizeable.
I don't want to try the linked fix.
This is it running in Hyper-V at 800x600 on my laptop (1920x1080) - looks totally readable
