    Program won't start again after closing


    Depending on what I'm currently working on, I may close programs that are already running, normal close, no issues. Sometimes a program won't start up again, and task manager doesn't show the program running. So far I have encountered this problem with MS Outlook (64 bit) and Quicken (32 bit). Both programs are up to date. My solution has been to restart Windows.

    Anything else I could do? There are no permission issues, else I would not have been able to run the the programs in the first place.

    Windows is up to date with patches.

    I could assume the program is being black-listed at that particular moment in time. When you restart it resets.

    Sometimes a "service" ( which could mean just about anything ) might be created to prevent that instance from running.

    Microsoft Outlook blacklisted? Quicken, which has been around for like 30+ years, blacklisted?

    If it matters, I do not run MS Defender. I use the Norton Security suite, at least for now.


    Sometimes a "service" ( which could mean just about anything ) might be created to prevent that instance from running.

    Dunno about current/later versions but frequently experienced this with earlier versions of MS Outlook. No entry in Task Manager but I often discovered an icon still in the SyStray (one reason why you should always have all the SysTray icons displayed at all times) Right-click > Shutdown/Exit/whatever = solved

    Dunno about Quicken

    Norton allows you to disable it temporarily. Try doing that and seeing if it makes any difference.

    When this happens again go to the Quicken.exe file in its directory under programs and double click that once. Does it now open? Consequently, start the program via Task Manager and see if it still does not launch. (File | Run new task)

    Where are you launching the program from? Shortcut on the desktop, taskbar, Start menu, etc?

    Quicken is a very arrogant program. In fact it creates a hidden account ( I guess for their security pleasure and not yours ). I do not know which Quicken. We are talking about the thing that looks like excel but is used to do taxes with?

    Outlook could possible be compromised, because it is used all the time by non-for-profits ( government, city, state, fed agencies ).

    by blacklisted, something could have occur in which the program was stopped or prevented from running. It see a problem and now it wants to prevent that problem from occuring.

    Have you tried turning off Norton yet?
