I suggest downloading it again because that message makes me think the file itself is corrupt.
Does the file's icon get shown correctly? It is at the bottom of my diagram below.
I downloaded it myself as a test and my copy opens a sensible dialog. I didn't want to go any further so I just bailed out at that point.

Thanks but I did try several download with the same result.
1 Does your icon look like mine? 2 Mine is 824Bytes [it's clearly an online-style installer].
3 You are downloading it directly from them? - https://staticcdn.duckduckgo.com/win...o.appinstaller
4 Has your malware protection possibly inhibited it? I use Defender and it's happy with the file.
I'm sorry I cannot think of anything else that might explain your situation.
It is still a Beta release.
Perhaps yours is clashing with some of your installed software due to a bug???No, that's a stupid suggestion. The installer is a standard one {by MS themselves}.
