Windows 10 phone link seems to be causing popup spam

Im having a problem where win 10 will spam me with these popups at random intervals. This seems to happen even if i do not have my phone plugged in, and devices shows that my phone is not connected.

I did a search and found posts mentioning that this seems to be related to windows phone link, a built in app. So I tried disabling it :

It is also disabled in startup. But this still keeps happening. I also tried repairing and resetting the app, but it only causes the notification spam to trigger shortly afterwards.

Any ideas on how to stop phone link from doing this? I have no phone software installed.

1 How have you connected your Xiaomi Poco M5 to your computer in the past?
    - USB
    - Phone's WiFi hotspot
    - Bluetooth
I often connect my phones by USB and I always install the phone's USB driver [see below].

2 Have you installed any Xaiomi software such as
    Xiaomi PC Suite
    Xiaomi USB Driver for Windows
Oh, after re-reading, I can see that you have not installed any phone software.

3 Have you ever run any phone syncing software?

4 Does Task manager [Taskmgr.exe] identify any phone-related software running?
    - Processes tab
    - Start-up tab
If your Task mgr shows no tabs [because, say, you've never run it before], click on More details in its bottom-left corner and the tabs will all appear.

5 Does Device manager show any warning triangles or anything at all in a section called Other devices [which is a euphemism for no driver found]?

    Denis
I have connected the phone via USB. I have never installed any phone syncing software, xiaomi software, etc.

When i get the popup spam, i can see the phone link process in the task manager, killing it does not prevent further popup spam however.

Device manager only shows a warning triangle for something called "WD SES Device USB Device". I think thats related to my external WD HDD.

Ive restarted after disabling phone link for background apps, lets see if it makes a difference...

I am almost 100% sure it is related to phone link. If i repair or reset the app, i get the popup spamm shortly afterwards.

That's definitive. Given the lack of matching problems in Device mgr, it seems to be [as you said in the first place] a Phone link problem.
My entire knowledge of the Phone link app is https://support.microsoft.com/phone-link I've never used it.
But, if you go to Advanced search - TenForums and search for Phone link in thread titles, you'll get what look like threads worth checking.
I was also struck by the contents of Setup Phone Link Instant Hotspot in Windows 10 & 11 - ElevenForumTutorials and wondered if some corruption of such a setup might cause your symptoms.
I hope somebody more knowledgable comes along to help you.

Have you checked AutoRuns for Windows for an entry that starts Phone link?

On a minor note, I understand that WD now provide their WD SES device drivers through WU. They still have a download page for older versions.

    Welcome to TenForums.

It's really worth making time to browse through the Tutorial index - there's a shortcut to it at the top of every page.
    - At the foot of the Tutorial index is a shortcut to download it as a spreadsheet.
    - I download a new copy each month.
    - By downloading it as a spreadsheet I can benefit from Excel's excellent filtering capabilities when I search for topics of interest.
    - Tutorials are also listed by category at Tutorials - there's also a shortcut to that at the top of every page.
    - Both tutorial lists are searchable.
    - You can also search for TenForumsTutorials in many general search engines, such as Google, by adding site:tenforums.com/tutorials after your search term. For example,

OK, so disabling phone link's background permissions in settings and then restarting appears to have solved the problem.
