Error message when trying to load a program

Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.

I have a digital microscope and the program I'm trying to run is the installation exe. I've tried running it as an administrator but no luck.

Kindly provide a link for the program's download. Is it an obsolete program?

Have you right-clicked on installation exe then selected Properties and then clicked in any Unblock checkbox that might appear?

Please would you post a screenshot of the error dialog so we can see exactly what Windows is claiming not to have access to.
