How best manage Music across a Windows 10 PC and Android

I have a variety of music: some organized in iTunes, some in Amazon Music, and some simply stored as an array of album folders created from ripped CDs. I'd like get it all organized so I know where to look to find things (whether using a music manager or using File Explorer to browse the folder structure on my PC)

• What do you think is the best music manager/player to re-organize all these different folder structures?
• Do you use the same player on your Windows PC and your Android phone?
• Does the player sync your music collection across both two devices? Or how do you sync?

I use Mediamonkey. The UI is a bit busy, but it syncs with Android and my old iPod Nano.
