Run the hidden command to restore Store (which is the same hack to install Store on LTSC):
    wsreset -i

Now you should be able to download Apps again.

    In-place upgrade repair install?

And if you're hacking Windows like this (to your own disadvantage) you also need to protect yourself and your installation by frequently using 3rd party disk imaging - so you can restore your PC to 'as was' hopefully without needing to refer to this forum.

The routine and regular use of 3rd party disk imaging is endlessly recommended here.

In lieu of installing the App store (at least temporally) you could always try an alternative photo viewer and editor called IrfanView. It's what I personally use and it's like the VLC media player of photos.

reset and reboot is not a solution, its avoiding the problem. my system is fully encrypted and its not possible to do any changes that require a reboot as it will brick my OS.
i'm asking which files i'm missing, where do i get them from and where do i place them?
i'm not interested in running some troubleshoot tool that resets my settings. please suggest a non destructive option that doesn't change any of my current settings.

does irfanview has one click enhance that makes photos as good as the photos app? that's what i'm looking for! i tried it on friend's laptop and i really like the feature, i want it. it auto-enhances photos with one click and it really works great. sure i can do that in photoshop, but not with 1 click, it takes me long time to fine-tune the photo to that level, not interested in that.

that enhance works really great on real photos, it even slightly rotates them and detects people. if there's alternative free tool that can do exactly that, then sure!

wsreset restores the Store by downloading and re-installing the app and its required dependencies. It doesn't reset the system, your profile or any installed apps. It's a standard tool included on all W10 and later systems.

Store and related features are UWP packages. Normally you could sideload them, or just use the wsreset command which does the same thing. If you've borked the system to the point you're afraid to reboot, then you have bigger problems.
