I still use some older programs such as Microsoft Office 2000 on Win10 and Win11, main thing is they have to be at least 32-bit, no support for 16-bit programs.

Your expectation is rather unrealistic expecting an old piece of software (no longer supported) to work forever.
Why would they QA it against old software no longer sold or supported, unless you have a long term maintenance agreement for it?
It's like blaming a car manufacturer for no longer having parts for a really old model.
To paraphrase a quote from a movie, "I think what we have here is a failure in communicating", or in other words there's more than one name to consider. There's Microsoft Money, sometimes included int Microsoft Works Suite or Microsoft Office, MSN Money, Money for Excel, Microsoft Money, Microsoft Money Plus, Microsoft Money Sunset, also Money in the Store, they are not all the same. The dates of some things occur before Windows 10 was released in 2015.
There is zero to show the app has been updated any time recently. It is outdated and even Microsoft suggests Mint as the main alternative.
Microsoft obviously enjoy creating this sort of confusion ... albeit to a somewhat lesser extent (only 2 instances) with MS Outlook and outlook.com. Maybe the backroom techs don't have much imagination
EDIT I s'pose your could also include their periodic iterations of (re)naming mail client software too.
