    OneDrive perpetually "Processing ## changes?"

I seem to have managed to get my installation of OneDrive in a state I don't recognize. If I open OneDrive from the tray, it normally will say it is syncing files and shows the names of files whizzing by. Right now, however, it only says "Processing ## changes." The number changes every few seconds alternating between two numbers, which are not the same numbers I will see if I check it later. This persists even through uninstalling and reinstalling OneDrive.

What does this mean? And how do I fix it?

This has been going on for days. This is a computer with a clean install of Windows 10, for which I am attempting to download the files from the cloud (Files On-Demand turned off). I renamed and moved some folders and files directly in the cloud and imitated the changes on the local drive which may have something to do with the problem, although I don't see why it would. In the worst case it ought to just be downloading a bunch of files unnecessarily. I'm not even sure that removing all the local files and starting over would work since I've never seen this state before.

This is on a Windows 10 22H2 computer with OneDrive downloaded and installed a few days ago.
