GetRight downloader usually gets the job done. However there are many copies of it that is actually trojans. The best download-helper I have ever used.
About P2P / Cloud computing stuff. The problem is actually the location. You can turn off as many switches as you want to in your device, but that will not help because it is a relationship between "you" and every other "you" out there. Therefore the problem is the "law" itself, which is a 1990's argument of right to knowledge being a "conservative" right. Meaning we are burning money into "surveillance" of the web itself. The problem are naive #$#@$@# who do not understand the "human condition" let alone computers in general. It is like the kind of brainwashing arguments I had to take part in college while listening to a feminist professor ready to play the ____ card, or going to community-meetings, trying my best to reason with the closeted _____ nutjobs. It is like all these people are just scrambling for a quick signature to drink some "Liquid Death".
There are also other options which I will not mention....at the moment. A great example are built in commands you could use with specific system files. Literally "P2P" built into windows since XP ( NT and up ) to my knowledge.
Btw. for P2P, that is, torrent client the best one IMO is qBitTorrent:

But it doesn't handle regular HTTP\S and (s)FTP downloads
Do any of these download managers have a built-in password manager for extracting and decrypting .rar and .7z files?
By using this logic we could say, why having many programs installed on computer, why is there no just one program that does everything?
For a good password manager I suggest you password safe: Password Safe
I use it myself and currently having some 200 password in it.
As to archive programs and password managers, I recommend the following:
7-Zip
Keepass
(For the not too computer savvy) Bitwarden
The Keepass plug-in KeePassOTP allows you to use 2FA in Keepass. And the Aegis Android App does the same. I use both so don't need to use Authy or Google Authenticator or some other BS.
