How are you a 'GURU'? You haven't provided anything even semi-helpful. I DON'T know wut entwork means in thie saxampel. The dir doesn't exist, I already told you what the problem is.
"Network error" suggests the Windows installer service is having issues.

I found another idea. I am NOT SURE about what the results would be for this. You have to be familiar with the Registry. Proceed at your own caution.
Me, personally, because I would try anything, I would try this method, YET I do not reccommend it.
Here's my idea:
Make a Restore Point first, then
Open the Registry and go to:
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\Installer\Products
In that folder, you'll see a bunch of folders in here.
Use your keyboard Down Arrow to browse in each one, from the top.
On the right, you will see the name of the selected installation of programs.
You will eventually find:
Those are all the ones for 2022 on my computer.
For each of the folders, Right on the folder click -> Export -> Save a reg file on your Desktop.
I am ASSUMING that when you do this, and when you restart the computer, Windows will not know that they are installed. So when you want to try to install the 2015-2022 one, then it would install it.
That is JUST an assumption. I don't know what the results would be.
I already tried that. What it does is instead of asking for that 00AC... dir with the x86 msi installer in it I still get a popup asking for an msi installer, it just doesn't have the 00AC... dir listed, the space is blank and I need to browse and find an msi so it can update the C++ package. But that msi is missing.

Can you list what Programs & Features lists for installed run-times? Do you have older versions?
This is everything. The last 5 starting with 2017... are the ones I cannot uninstall or have issues. When trying to run the newest V++ installer, the 00AC dir that it tries to look for an msi file in goes to the 2019 x86 Minimum Runtime. That 00AC... dir/product doesn't exist therefore it cannot update this older version during the install. If I remove everything from the registry including this 00AC then during install it still gives a popup window where it asks for an msi file, the only difference is that the 00AC... dir isn't listed in the path, it's just a blank path, but if I click on browse then it shows it's still looking for an msi file. It says insert DVD or something like that on the popup.
Try the Uninstaller troubleshooter, and reboot.
