Warn User When Resources Are Strained

Is there any application, built into Windows or otherwise, that can warn the user when a hardware resource (CPU, RAM, etc.) reaches X% usage for Y seconds? Is there a way to achieve this in Powershell if there is no such application?

You can use perfmon a native windows tool.

When you create a data set you don't want Trace or System Configuration Information enabled. You can set it so that it alerts you when the monitored metrics go over a threshold.

There will be performance impact albeit marginal context depending but maybe it is worth asking why? Because you may be able to do it differently or remedy it some other way.
