That was one of my first reactions to Win 10- years ago. It always helps to specify your question so as to get the best answer.
I looked for a way to fix it. It's not hard:
And no, I don't use a 3rd party theme or Windowblinds, for example.
You can start with this from the huge searchable Tutorials section:
Install Aerolite Theme in Windows 10
Then this free tool (with full explanation) can be used to adjust that:
- note it refers to the aerolite theme, provided with Win 10.
I agree with everything dalchina has posted.
I agree with everything that is in the two relevant tutorials
Change Accent Color - TenForumsTutorials
Install Aerolite Theme - TenforumsTutorials
So can I point out that to achieve
requires no more than- Settings, Personalisation, Colours - choosing anything in Windows coloursand- selecting the checkbox Titlebars & windows borders.
That simple setting achieves what you want and what I illustrated in my previous post.

Can this work with just the default W10 theme and will it work with Open Shell installed which I plan on using for sure to 'fix' the Start Menu for starters?? (no pun intended)
My illustration was from a computer that uses the default theme, albeit with an Accent colour set as shown.
I have never used Open shell but see no reason why it would affect this setting.

Just adding that AeroLite theme solved the problem and checking that borders box w/o using WinAero Tweaker.
