(also, the link you provided, downloads on my end). I dunno what winget is. Try using a different browser to download that file. I don't know what browser you're using, but if you're using some 3rd party browser, I guess you can try downloading it with Microsoft Edge. That browser should be installed in your computer, unless you removed it manually.

it's look microsoft link = broken, that's why i cannot download from dotnet site

it's not package manager problem, it's not browser problem, it's more look like source download are missing.

When I click your link the download immediately fires off. Maybe it's an issue at their end with your location or something.

It'll download into RAM or pagefile first. Really annoying.
