DirectX12 Offline Install

According to microsoft there is no need to download dx12 as its shippwed with windows10/11.
But, when i try to run any game offline after installing windows it says dx12 is missing.
Then when i go online and launch the same game in steam, steam will show "installing dx12 setup".
Is steam downloading this setup from the internet or just accessing resources that are already available within the os itself?

How would you get rid of the offline error dx12 missing when launching any game?

Can only find dx12 websetup from ms, but it requires internet connection.

I probably have not understand the problem....

But if I google "DirectX12 Offline Install" I get a zillion hits..
Why not just download and install then?
