Windows permission error when attempting to run Modern App

A few days ago I did a clean install of Windows 22H2 to resolve some unrelated issues with other programs.

Now when I attempt to run a modern app from the Microsoft store it shows the error message:
Windows cannot access the specified device, path or file. You may not have the appropriate permissions access the item.

I did restore my old user folder files from a backup but I made sure to run the icacls command to reset file permissions and as well as the Take Ownership option to fix the permissions.

I have access to the folders in C:\Program Files\WindowsApps and AppData\Local\Packages so I don't understand why I'm still seeing this error.

app packages from the store are owned by trusted installer

I've restored TrustedInstaller as the owner for these directories. TrustedInstaller also has Full Control access on the directory as well as all subfolders and files and I still see the error message.

"C:\Program Files\WindowsApps"
