I wonder if it's any different than the "malicious software removal tool" which is downloaded/ran on Update Tuesday every month?

Yes. This is MS's online scanner offering. It uses Defender definitions and took almost three hours to do a full scan on my system. Compare that to about 45 minutes for Defender (caching?).

It might run faster a second time, but I don't need it, I just came across it and decided to test it.

The MRT only takes a few minutes to scan critical areas, otherwise the WU process would take forever (MRT runs at install time).

MSE will not work on Windows 8 or Windows 10 as it has been replaced by the new Windows Defender which is included in W8 and W10.
