Weather app not working, once, not long ago, it worked.
I searched the internet for answers but found nothing of a help.
Searched for a link to download and install this app - found something about an "app store" but this I have not on my computer.
Attached screenshot what I see when click on the app tile.
Answers will be appreciated

You should have an entry in your Start menu for
Microsoft Store
that's your "app store".
You might find that trying to update the app in the Microsoft Store sorts out the problem.
- I hate using the Microsoft Store. I find that I go round in circles and eventually stumble across the ability to update just the app[s] I want.
- While you are there, you should first update the Microsoft Store app itself, which will be somewhere in the list.
- You might find that trying to find the list of updates actually starts them updating. You can try stopping ones you are not interested in but I find that one of more updates before I can stop them. It is probably easiest to just let them all update while you have a cup of tea.

and I agree with pepanee [below] and had intended to give you that link myself but got diverted by correcting my many spelling mistakes in this post.

Thanks for the answers.
1. In the start menu there is not such an animal as "Microsoft Store", searched twice.
2. Made a reset as described, opened the app and again got that black window as in my first post.
3. I asume I have to reinstal the program, but if I have not the "store", where else can I find the setup file ?

You must have accidentally uninstalled Apps without making an exception for the Store

I thought it wasn't possible to reinstall the Store but there's no such limitation described in this tutorial so you could try it
Reinstall and Re-register All Built-in Windows Apps - TenForumsTutorials
then seek further advice in that thread if the Store does not get restored.

Managed to reinstall "Microsoft store". Searched for "Weather" app, it said "Installed", so I uninstalled it and back to the store.
Click on the "Get" button - nothing happens.
Now what am I going to do ?
Even that crippled app gone.
Any help will do.

If you disable Windows Update, which I think you have done, you will find the Store doesn't work.
Uninstalling things that are provided with the O/S needs to be done with care and consideration.
This thread essentially results from your choices with your PC.
