It might be easier to use a dedicated .wpl to .m3u or .m3u8 converter for existing playlists. I don't know much about WMP though.

I'll have to think about conversion issues if/when WMP is withdrawn but my main concern [the ability to edit playlists manually as I shuffle files around] has been resolved.

I'm still using Winamp version 5.666 Professional on my Win 7 PC. It has never let me down as I only use it for music files.
I use Media Player Classic Home Cinema for video files.
I had been using Winamp 5.8 and everything worked. Then 5.9 was released and the presets are all in Chinese, so I am back using 5.8 version.

Maybe you got it somewhere else? Or installed a language pack?
I got notified of the update by my portable app 'PatchMy PC' which downloaded and installed it. I also downloaded and installed the English Language Pack, it's presets stayed in Chinese.
Your link never took me to the site, it just downloaded the .exe file.
Anyway try installing over the top if you want to or just stick with the old version.
The new version is English US only and doesn't come with any other languages.

Will be fixed for the next public build (e.g. 5.9 RC2 or 5.9 Final)
- Some gen & ml plugins show as "not loaded" on Windows 7-8.1, incl. Modern Skins Support (gen_ff.dll)
- Load EQ Presets dialog is in Chinese
- ReplayGain calculation broken for vorbis files (.ogg)
(This is also an issue in 5.8)
- Although not included with the Winamp distribution, some plug-ins with a dependency for msvcr90.dll are "not loaded", incl. JTFE
The VS2008 Microsoft.VC90.CRT runtime is no longer shipped/required/auto-loaded with Winamp 5.9
(VC142 runtime is now installed on Win7-8.1)
If you see runtime errors on Winamp load, it will be because said plug-ins are present
and msvcp90.dll / msvcr90.dll exists in your Windows\SysWow64 folder
