App running in background is interfering with dotnetfx install

    Hello there:

as the title states a program apparently running in the background is preventing the offline install exe for framework 3.5 from executing.
Now I just recently reinstalled *10* as the prior op/sys wasn't capable of displaying the calendar, my deleting the windows store and the mail app was the culprit.
now with a fresh op/sys I have run into an issue where any Microsoft program is being stopped short by........

App running in background is interfering with dotnetfx install-net-framework-cannot-install.jpg

have no idea as to *what* app is looking for this program, but windows insists on not installing the exe that is on the hard drive but instead wants me to go to the update store.

any suggestions as to what to disable to prevent this in the future?
I've gone into Administrative Controls/Services & shut down update altogether........

Hi, hope you're now using disk imaging regularly right from the early days of this Win 10 installation so you have a chance of recovering from bad situations and a better chance of avoiding the pain of a clean install.

Net framework is a common requirement: I have
App running in background is interfering with dotnetfx install-1.jpg

Why not simply accept what is offered by that prompt?

as the title states a program apparently running in the background is preventing the offline install exe for framework 3.5 from executing.
    - I don't see any evidence of this- your screenshot simply offers you a prompt and link to install it...

I have no idea as to *what* app is looking for this
    - probably something configured to run on startup, or perhaps as a scheduled task, depending on when you see this prompt.

Normally programs requiring something not available prompt for it when you install them.

    For reference see:

After your previous experiences, I strongly suggest you don't try taking arbitrary actions which will come back and bite you.

For whatever reason the op/sys insists on reaching out to update to dl this web based upgrade (one does NOT get the full exe file dl'ed to their computer).
Why would one need to do that when the full exe file for what's being called for is right there on the hard drive & that's what is trying to install?

I can't seem to get around this & it is annoying, the previous system that had store removed, all of those default installed apps removed didn't do this.
I get the impression that I'll have to use powershell to one by one remove the offending app program that's causing this.

    It's not framework 3.5.

I don't see why there should be a problem with installing Net framework here..

    What needs it?
This isn't likely to be a UWP app, but a 3rd party desktop program. Something you've downloaded and installed.

If you can't see what it is, then a process of elimination is required.

Try a clean boot (see tutorial or Google) and see if this recurs.

Then progressively enable startups and see which program it's related to.
    Think analytically and logically.

The key to installing Windows and configuring it is
    a. Always provide yourself with a way back
    b. Do it in stages, progressively, so you don't lose too much work.

The program I make use of that is built on 3.5 is a video editor (Vegas),

yeah, I don't see why there would be an issue here as well, 3.5 is a Microsoft program, the op/sys is being flat out fussy.

    The latest version is this:
App running in background is interfering with dotnetfx install-1.jpg
    x64.NET Framework 4.0

    - Presumably therefore you're not running the latest version....

So I found this video (poor audio...!)
How to fix Vegas Pro ".NET runtime could not be initialized" error (Windows 10 TP, Error 0x80131700) - YouTube

    and
VP11 - .net Framwork 3.5 SP1 "Download was corrupt" error

Both claim to offer a solution...

quite true, I am using an older version of (Sony) Vegas that predates the transition to Magix,

Magix will not accept the old Sony products update to Magix products free of charge. There is a fee involved & as such I do want to pay out that hefty fee.

Have a look at those supposed fixes- and check the version of your program and its exact net framework requirements (version and 32 or 64 bit)

Given that it needs it and you want to use it, what is the problem with clicking on the download link provided by that prompt?

I don't see why you are seeking to block the prompt.

but windows insists on not installing the exe that is on the hard drive but instead wants me to go to the update store.
    - it's not THE Store- just a server from which it should be downloaded.

    Does that fail?

When one begins to allow the op/sys reaching out to the upgrade store one doesn't get the full netfx exe downloading to ones hard drive, instead the system will begin remotely installing netfx.
In this manner there never is an actual install into the op/sys on the hard drive that is registered into Programs & Features ...or whatever 3rd party Uninstaller one may use.
I don't do this at all.......I always install any program via the offline full exe, I keep these program install exe's in my ever growing collection.
